I just bought a moog rogue and it doesnt quite work right. upon turning it on it immediatly makes a buzzing sound which is similar to AM radio when you are between stations. The keys make noise but they are very soft compared with the buzz. Also the sliders and such dont seem to be responding. if anyone could give me any hints that would be great. thanks

That sounds to me that there are some broken traces on the circuit board. I had a similar problem where all the osc, filters, and lfos worked but there was static. It took a long time to trace it down but was simple enough to fix. Clean that foam out of it if it is still there too.
